Typical is that same shop’s median over the previous weeks. A badge needs at least six weeks of history, 1.6× the typical level AND two whole points of extra range on sale — so a permanent-discount shop sitting at its usual level never outranks a genuine clearance. We never print a negative label: a shop with no badge is just having a normal week.
